Algerian Public Works Ministry Tackles Traffic

Algerian Minister of Public Works Amar Ghoul said on Saturday (30 October) the ministry has earmarked part of its budget to eradicate over 700 trouble spots on crowded streets and highways by the end of 2006. Ghoul indicated that 2005-2006 would constitute a turning point in handling traffic. "These projects come within the framework of the national project of orientation 2002/2020 and constitute a strong incentive to economic development in the country," Ghoul said. (APS)

I'm an ordinary citizen from the wilaya of Adrar, namely the circle of Oulf which suffers of the total lack of roads. These road have become unpractical for traffic. There's a road project linking Oulef in the city of Rikane which is still being restored, but whenever the company completes part of it it moves to another part and we notice that the works are very bad and the road starts decaying when 10 or 15 cars cross it. So how are these works carried out and how are these projects completed without your control. Please Sir consider this issue.

Do the branch services of the public works directorate they have a right or share in the budget of the State to buy office material, because the directorate of public works in the province of Msilla doesn’t give anything: no paper and no pens even if the headquarters of the directorate is packed which such equipments. I have been working at one of these branch offices for over six years and we have never received any white paper. So can you consider this oppression in our rights or is it stipulated in law that only the directorate receives this. Concerning workers in the housing centres, they are absent. The buildings are ready without workers for over three years. Mr the minister, the directorate of public works in Mssila is one of the catastrophes of the Algerian administration, you can make sure of that if you wish. Your brother who loves his country. Like public servants, I believe that the worker is always threatened by dismissal and there is no control over the institute. The only Algerians entitled to work in the institute have relatives working in the institute. It means that it’s like a kingdom in the hands of officials. The road of Timketen Inir Oulef is a road which has exhausted the words of the complaints of the residents. The only thing remaining for residents to do is to stop paying taxes and claim from the state an indemnity for the damages of the road to cars. To His Excellency the minister of public works. From the people of Prince Abdelkader Avenue, district of Tolka, province of Biskra. Within the context of sector plan of the year 2008, work has begun in our avenue, the provincial street no 61, in the month of March 2008 by the firm of Menani Adnane Biskra on a distance estimated at 1.5 km which means from the kilometre marker 00+000 to the kilometre marker 01+500. Work was done boring the road on a layer of 20 cm. Then there was the operation of filling the road. But the most important phase has remained. It is paving the road with gravel which just a part of it was made. There is a major delay in the realization of these works. As a result of this slowness, there is an impediment of the traffic, dust raising and earth accumulating on the sides of the road. This has hindered trade and lack of transport in this avenue. There are also other works of upgrading sidewalks and pavements, reinstalling electricity poles. This project is carried out by the directorate of construction, housing, and public equipment. The deadline for the fulfilment of this project, Mr minister, has passed. Finally, I hope, Mr the minister, that you interfere in order to solve this problem and put an end to these unbearable acts. After due greetings to your Excellency, we are honoured, young people of the municipality of El Kaf Lakhdar in El Media, on behalf of the residents of the municipality to address you this letter. We feel that we are victim of an injustice. We are the permanent workers of the national road no. 60-A, linking the districts of Chalala Adraoua and Ain Youssef passing through our municipality, the municipality of Kaf Lakhdar. It is considered our only outlet to carry out our lively interests. It is totally associated with Ain Youssef district and Wilaya of Media. To sum up, this road is vital for us. The Algerian authorities have launched the project of upgrading this road. The project was handled to two entrepreneurs in two phases. The first extends from Chelala Adraoua to Kaf LAkhdar. It was entrusted to the firm of Bouzegza. It is making good progress in works. The second part extends from Kaf Lakhdar to Ain Boussif. It was entrusted to the firm Maatallah. Everyone knows his incompetence with regard to the former projects he carried out. Anyway, we know that such a project was planned to make life easier for people. Hwver, it has become a calamity for us. Now you see people wishing that things would have remained as they were in the past, at least practicable. Sir, the condition of the road for about one year, has pushed owners of cars to park their cars after they broke down or from fear of such defects. As they parked their cars, it is even more difficult for us to move to carry out our interests. Moreover, the dust raised by trucks and carts used on the road has negatively affected the health of the citizens who use the road especially those who suffer of ling and breathing diseases. Sir, the summer is nearly over and works on this road will have to stop. Imagine our agony we the users of the road during winter. Finally, I hope that you will consider our agony. Peace, mercy and blessings of God be upon you.

We the residents of Douar Chrita in Dehmouni, province of Tiaret. The project of road between the village and national road 14 was completed. However, and unfortunately, if you see the project with your eyes, you will see the fruit of the late sheikh Mahfoud Nakhnane, may God rest his soul and introduce him to paradise next to Mohamed, peace and prayer be upon him; you will see with your eyes the neglect by the technical control of the progress of works. Billions were spent on this project but if only you see works after completion, the road is full of bumps. This is the result of the vulnerability of works, the adequate quantity of stones and cement were not used. Moreover, paving was not adequate. If you come, you will see bumps. This is the result of the vulnerability of works. We hope that this will be taken into consideration and that a special committee be dispatched to review the project. During the next three months, many projects will be carried out in this sector. They include the motorway 34 over 20 km between “Tessala Merja” and “Ain El Bayane”. There is also the motorway no 24 between “El Mohamedia” and “Reghaya” passing by many municpalities along the eastern coast of the capital; national motorway no 11 between “Staouli” and “Ain El Bayane”. There are also some private projects of expressways such as “Atoubi” motorway between “Zeralda and Boudouao”. A part of the road was completed. The second phase is underway. In this context, the phase between “Baba Hassan” and the entry of the municipality of “Douira” over four kilometres was assigned. Another 16 km is underway. A budget of seven billion Algeria dinars was allocated to completed these projects according to the director of public works in the province of Algiers Abdenour Rabhi. In this regard, the official reassured all families whose lands were part of these projects and who were expropriated for the public interest, that they well be compensated with all rights as soon as possible.

Sir, citizens in the municipality endure scourges because of the worn out roads. In winter, you have to wear boots all day because of the mud except at prayer times or at sleeping hours. I am from the municipality of Moulay Larbi of which is left only the nameplate 'Moulay Larbi welcomes you'. But when you enter it you wouldn't trust the plate. There is no stadium, no road and the worst no orders. The broken road is only good for tractors. There is no other God but Allah, Mohamed is the messenger of God, for the legacy in the hands of officials. God is the assistant.

I address you Mr the minister of public works with all respect for your efforts for this dear country, the country of a million and half a million martyrs. I am from the municipality of Jlida, fraction (Douar) of Aouaydia which is about 8 kilometers from the centre of the municipality. We endure wearing out and deterioration of the road because of the traffic of trucks which used to work on the highway east-west. Works on the highway were completed but this road is still neglected. There is an absence of transport for one reason because there is no road. Lack of a water network to supply residents with drinking water. There are even no sources of wanter. There is only one source of water which supplies a little water (element). It has become ordinary to see a queue for water in addition to conflicts. As to irrigation, a water tower was built for agricultural irrigation near Heraza dam in Jlida. Works were carried out there for a long time exceeding one year but it is still inoperative. I hope that my application reaches you and will be taken into consideration. My greetings to you Mr the minister and to all workers in this sector. Wish you success God willing. Thank you. God is the assistant.

Salam alikum. Special thanks to you Mr the minister. We thank you for the great efforts you do for our dear nation. I am a worker in the directorate of public works in the municipality of Sidi Ali, province of Mostaghanem. I address to Mr the director Mehyaoui Ahmed, director of the branch of the municipality of Sidi Ali and all technicians in the directorate for the great efforts they do to improve the condition of our roads in this nice municipality. May God assist them and help them, God willing. I shouldn't forget my colleague workers, a special thank to everyone. Thank you.
