Libya, Chad and other oil producers scored poorly in Transparency International's Corruption Perceptions Index for 2004, released Wednesday (20 October). The global watchdog group reported that corruption is crippling the battle against poverty and robbing oil-rich countries. "In these countries, public contracting in the oil sector is plagued by revenues vanishing into the pockets of oil executives, middlemen and local officials," said the group's chairman, Peter Eigen. He said oil companies could help stamp out corruption by publishing details of fees, royalties and other payments made to governments and state oil companies. Out of a top score of 10, indicating the lowest level of corruption, the survey gave Libya a score of 2.5, while Chad scored below 2. (Transparency International)
