Maghreb transport ministers meet in Morocco

A council session of the Maghreb Transport Ministers opened on Thursday (March 29th) in Skhirat, Morocco. Discussions focused on ways to strengthen maritime, air and land transport co-operation between Algeria, Morocco, Tunisia, Libya and Mauritania. Maghreb ministers approved plans to liberalise air transport in the region by 2008 and a committee was set up to examine Morocco's proposal for an "Open Skies" deal. The ministers also came to an agreement on several other projects, such as preparing a feasibility study for a Maghreb high-speed train in the medium term and a maritime transport deal, which is expected to be ratified in the near future. Many approaches were taken and many programmes were implemented by the government, some regions and civil society institutions in order to stop the rise in road accidents. In reality, all the measures which were adopted and procedures to fight this phenomenon haven’t succeeded to achieve the goal expected by all. It is certain that awareness-raising campaigns and adopting new clauses in the traffic laws and other measures only achieved a low result in the road war. It is also certain that the causes still exists thus invading our roads and ways beginning from the absence of a judicious strategy in installing the traffic signs, the state of roads, the mechanical conditions of some ordinary and transport vehicles, buses, trucks, motorbikes, bikes, carts pulled by cattle and which bear no sign in addition to the absence of control and follow-up. In the summer, there is a high traffic on roads which are overcrowded with users. In many places, there is no order. You see chaos in all its forms. In Agadir Inezgane, region of Souss Massa Draa, we notice a rise in road accidents in the present summer as it is a holiday, a high traffic on roads and the return of immigrants. The death toll is therefore very high during that season. In order to stop road accidents in our country, we must organize awareness-raising campaigns and take some measures in order to save lives in the summers. We can just say beware of our roads. Baidah.

Be a preventive driver and avoid accidents without injuring others. Most questions confirm that human mistakes are the main causes of accidents. Unfortunately, road accidents increase in summer because of the high traffic. We will try therefore to focus this point: role of the driver in protecting himself and others from the evils of the road and accidents. The ideal preventive driver adopts the principle of safety in driving. He is always ardent to focus his interest and all his senses to what goes around him. He is always kind and good-mannered with all drivers, cyclists and pedestrians. He is also keen to take some rest before driving. He also defines in advance the roads he will take. He begins his trip very early to make sure that he arrives to his destination in time without need to increase speed. The ideal driver is always alert to face the surprises of the road. As an ideal driver you must be aware about possible problems. Maybe the best way to achieve this is to be always careful and attentive to what goes on around him. Respect authorized speed limits, road signs, light the blinker when you want to turn, keep a safe distance from the vehicle ahead of you. Beware of the sudden movements of other drivers such as entering and leaving the road in a dodging way or turning without using the blinker. Be ready to react immediately. As you might need to change track or reduce speed to increase distance separating you from the vehicle ahead of you. Remember that it is safer for you to stay away as much as you can from the reckless driver. Focus your interest mainly on the way to use lights and horn. Don’t use the headlights if cars are coming on the reverse road. Be ready to make preventive manoeuvres in case a car enters suddenly your track and without notice. There are also many other cases such as diabetes, hypertension, talking on the mobile phone, drunkenness and tiredness. We must avoid driving even in the case of anger except in cases of necessity. Road signs are an important and major tool to regulate and facilitate traffic and driving in different parts and streets of the region of Souss Massa Draa particualrily Agadir, Inezgane, Dcheira, Ait Melloul,Taghazoute, Amskroud and Anza. In addition to the road of Biougra, Lakliaa, El Ain, the road of Taroudant-Houara, the road of Tiznit in Chtouka Ait Baha and the centres of these towns in the Wilaya. We shouldn’t forget as well their role in preventing road accidents thanks to the interaction of reasonable drivers of course. However, it is observed that some signs, if not most of them, are subject to destruction, vandalism and sometimes distortion by the action of some people or the impact of accidents. Instead of repairing and reforming them by competent authorities responsible for their maintenance, they are subject to negligence. Therefore, the presence of these signs on the road is useless. Some banning, authorization, speed limit signs and signs of street names were covered with ads for months. People are thus wondering if this sign needs another sign referring to banning the coverage of the other sign for the drivers. Yield signs in front of schools, public institutes and hospitals, banning horn, speed limits are lying down on the road. Some of them are meaningless such as the sign of pupils exit from school in some schools, when buses stop, some pedestrians want to pass or cross in front of the bus without looking right so that they wouldn’t be hit by cars behind the bus. There should be a carefulness of drivers and pedestrians about the stop sign in the circumscription of the Wilaya of the region of Souss Massa Draa which were erased. Only an empty circle is left of them. In the face of all this volume of suspended road signs and inoperative lights in the region, there is no use in talking about campaigns for the prevention of road accidents. Prevention has not even covered special signs to organize it. Drivers’ associations should carry out awareness-raising operation to be supported by the committee of the protection from road accidents. This committee was set up to fight this phenomenon to realize the expectations of everyone in the summer 08-08-2008.

Heat inside the vehicle causes road accidents. Summer heat could transform vehicles in a kind of torture. Heat in the vehicle can cause many dangers. When nerves are easily irritated, this leads to a more aggressive behaviour in driving. It is also hazardous for the health of little kids if they are left in the vehicle in a very hot place. In a research prepared about the rate of accidents in different climates, researchers have concluded the presence of the heat burden factor. This has shown that high temperatures had a major effect in the recurrence of accidents. Some air-conditioning firms manufacturing air-conditioners confirm that the rate of accidents increase when the temperature inside the vehicle reaches 24. Some physicians say that the high temperature inside the vehicle may have many impacts including the decline in the concentration power, reaction and growth of the aggressive attitude. This attitude affects the driving style. The problems increase even more when drivers drive next to other cars. They tend to retaliate from each other if they feel that other drivers are impeding their way. Some professionals or experts in driving focus on the fact that methods usually used to reduce heat inside the vehicle aren’t always correct. They advise that windows of the car shouldn’t be left open during the trip. This causes noise which is an additional source of strain. Moreover, the flow of air at a high speed might cause a stiffness of the neck, eyes infection, migraine or headache. So it is better to open the moveable roof of the vehicle, if there is one, a little, and turn on the air-conditioner. If you cannot bear noise, you can open rear windows a little. These advices are presented by the association of former taxi drivers in Tawada, Wilaya of Agadir, region of Souss Massa Draa, the professional association for social development of owners and users of small cabs in the province of Inezgane-Ait Melloul, Kingdom of Morocco. Advices and benefits for the driver between work in travel and the summer holiday. No one denies that road accidents are somewhat increasing in the summer holidays as a result of the known factors in addition to some other factors mainly in July and August. Reminder is good for the citizens. We also want families to spend their holidays although short and return back safe to their countries, homelands, places of work or education in their countries of residence abroad or inside the kingdom. When you are ready to spend the holiday, travel or return back, you must think of examining the state of your vehicle. You must use these practical advices, non complicated and non constraining to a high degree. But these are advices which should be absolutely respected before traveling or beginning the trip with a quiet mind. 1. Examine your car yourself if you haven’t traveled over 3000 km since the last examination of your car. It is not practical to entrust it to a specialist mechanic. The control should be regular by verifying the speedometer. 2. The system of braking, gear, brakes and discs, absence of any oil leakage in flexible pipes, balancing between the front and rear of the vehicle, levels of oil, cooling liquid, brakes liquid, liquid to wash the windshield which includes the washing liquid and anti-freezing liquid. This control should be carried out when the engine is cool. Adjusting tires, checking their degree of wear, the good condition of the blinkers, circle joints, the axes of blinkers, worn-out or torn tires could be blow up at a high speed. Be sure that the steering-wheel is in a good condition. When we move to lights, check whether low beams operate well and they are adjusted in a good way. Check also the headlights and rear lights of the vehicle, windshield wipers. Drivers should keep extra lamps of the vehicle in the boot, gear oil, brake oil, battery oil, batteries, radiator, some tools, spare wheel, the product used in case of a puncture.

Causes of road accidents and encumbrance of traffic in streets and avenues, the example of Inezgane near the bus station, FAR avenue, municipal and wholesale market, Al Massira square, the main avenue of Dcheira, in Agadir near taxi square, Assalam square, Tefartiane, Al Mouqawama avenue in front of Arrachad residence. The simplest aspects of the occupation of public properties is the deprivation of pedestrians from their right to walk on the pavement just because the owners of some cafes, stores, shoes’ cleaners, cigarette sellers and beggars who occupy the street. Moreover, there are sellers of mobile phones, just a question, where did they get them from? Some cafes and stores display their tables, chairs and goods in a way that hinders passage. These cases are frequent in the cities of Agadir and Inezgane. This implicitly means that the public property has lost necessary protection. It is subject to odious exploitation. When you go near these places, some sights are incomprehensible such as the halt of buses, taxi and bus stations. You hear from here and there words reiterated by people who are in charge of bringing the biggest number of customers. You hear disturbing voices which perforate with its loudness the hearing of passers-by. There are also thieves who work as pocket doctors near the taxi and bus stops, which they resort to as a safe shelter. The expected project of restructuring the taxis and bus stations will contribute to the development of the services provided to citizens. An important category of travellers and visitors which don’t have necessary resources to buy a private car, suffer from a state of chaos and disorganisation of the stations since they were built. The safety of roads, stop accidents. Let’s change our attitude.
