Investment projects selected under Moukawalati programme in Morocco

Some 1,820 investment projects have been selected under the Moukawalati programme for the creation of Small- and Medium-sized Enterprises (SMEs) . The programme, launched in July in Casablanca, aims at creating 30,000 SMEs in Morocco and generating 90,000 jobs by 2008. MAP reports that 9,150 young people are enrolled so far in the Moukawalati centres. The programme will provide financing and training for business projects. Currently, four centres are operating in Casablanca and Mohammedia, with 40 more expected to open throughout the country. (MAP)

I’m a victim of Muqawalati farce in the city of Arfoud. even if I belong to a modest family, I have born for two months the travel fees from the city where I live and Errachidia where the only of office of Muqawalati in the region is located. This exceeded 2000 dirhams. and as a result of hard work and enthusiasm, my file was selected with excellence by the regional committee in a very intense competition. Then came the second phase of preparing the file with the assistance of experts, namely the project study. After the field study and realization of the study, the file was submitted to the bank with promises of approval. But after a long waiting, which exceeded three months of hope, I was shocked with the refusal of this bank without indicating even one single reason for this refusal. Therefore, Muqawalati program is a farce and history will show that. By the way I’m a university graduate and unemployed for five years. I’m married and father of a child. We sincerely hope from those responsible to put their trust in the young people of the nation and leave everything that sows hatred and frustration among young people. as we young people want to contribute to the human development initiated by the king may God assist him, with the hope that this article will be published on this media platform.

We thank this media platform which features everything related to the concerns of unemployed youth, especially those who aspire to a better future in a dark society full or social and economic contradictions. We have a government which fails to solve the social and Moroccan crisis in Morocco. The main victims are young people especially those who belong to families with low and limited income. This topic is very significant for the future of our young people and our nation in order to observe the degree of defectiveness in Moroccan businesses and Moroccan industry in general. Some might be shocked to see the reality of our national industry. The cause of problems is a lack of business qualifications and the economic authority and big lobby governs national industry. This only defends its own interests, using power and authority to plunder public monies. Billions of dirhams have been plundered from public institutions such as Crédit Agricole et Hôtelier, Banque Populaire, and CNSS. This has depleted the country's resources in the sea, in the Sahara (by the generals of the old and new eras) in terms of minerals mines, quarries and sands,. The government is rash to sell waqf lands at low prices to benefit the Moroccan regime and the octopus of ‘ONA’. Things are only worsened by the presence of an important category of families who monopolise some sectors such as banking, and Morocco lacks an industrial plan and has no clear vision in this field. It also misinforms Moroccan with unfounded figures taken from research institutes that depend on government funding and lack the independence. This is the case for the declaration of the government stating the decrease of the unemployment rate to 7% in a few months. This explains why the government is defending its incapacity in the field of employment and creating new job opportunities with figures contradicting reality. The government declared at the beginning of last year that it has implemented a plan to employ 200 thousand young people by establishing businesses and encouraging young people to establish them. The government has failed to do so. By August, it had employed five thousand young people and this is a low figure compared to

The so called ‘Muqawalati’ program is an extension to the policy of avoiding real issues carried out by the State, in its approach of the file of unemployment and attempt to evade its responsibilities towards unemployed people and throw them in marginal conflicts with institutions funding projects and which creates what is called a watching state. Now are confirmed the falsehood of the propaganda and nice slogans of the state in its approach of the problem of employment –the scandal of qualification- a policy oriented towards the unemployed. In the province of Errachidia, the program witnessed utter failure in the absence of sincere will by concerned institutes even if there are ambitious young men who have pioneering development project responding to the requirements of the era. In addition to Muqawalati program, the state came up with, in a desperate attempt to encompass the legitimate right of the unemployed to work, what is called the qualification program or re-training of the unemployed and these were unqualified, neglecting all the years of study and university education. We are convinced that the aim of this is to ridicule the unemployed, deride their qualifications, postpone the crises and try to tackle it by creating another crisis and not finding radical solutions to the problems of the unemployed. The so-called qualification, Muqawalaty or other stupid rubbish are mere desperate schemes to evade responding to the legitimate and just rights of the unemployed. We are all living under a barbaric exclusion of our rights. May God assist young people. It is God Who grant means of living and is capable of everything. I have a project that was selected by the concerned committee. They told me that the project should succeed on all criteria. Unfortunately, after submitting the file at a bank institute and waiting for more than four months, they replied literally “Request rejected” without giving the slightest explanation of the rejection, even though this project is the first of its kind in the town where I live. Moreover, my family granted me land downtown to set up my project but we sadly wonder: “What’s the destiny of my project, as I have carried out setting-up measures and now I’m saddled with heavy expenses?!”

My comment about this project is not a critical or negative comment about Muqawalati operation. But the problem is the aim of this initiative to help unemployed young people? Hi, I also presented a project for Moukawalati in the region of Oujda. Fortunately, I was selected in the second round, only after having been eliminated by the noble commission, the members of which I disappointed from my very first word. I notice that the commission was saving a number of installation sites at the ZI, and, because I presented a competitive project with innovative techniques in this field, I was accepted the second time. The problem is that the banks—except BP—place obstacles before you. If you ever have to go to DH bank, your file will be rejected on the spot. But, what is unfortunate is that other banks are also involved in this farce with Moukawalati: their doors are closed and they will tell you not to bother them or they will turn you away. This is a shame for the region and for the government.

Hi, Thank you for accepting our criticism with regards to this so-called “Moroccan youth relief” programme. These heavy blows of unemployment are smothering us to the point that some patriots have left the country only to die in damned zodiacs. I have introduced myself at some of the banks in the famous city of ours, Oujda. Only one bank was welcoming. But, then I saw the list of papers needs to borrow more than 10 thousand dinars. As for the other banks, you cannot even tell if they have a brain. Both investing in the industrial development of the city and investing in cafés and lounges, you will lose a considerable amount of time. We beg our government to review its policies in this city and region. If the programme is the result of the failure of the Fassi government, we the Moroccan people are united and must face this failure. We shouldn't just watch and remain without action while we are alone on the bank of a river full of crocodiles. As young people who dream of establishing themselves and achieving part of their dreams, we must resist and not swallow the sourness of our marginalization.
