Moroccan authorities referred four terror suspects to the public prosecutor of the Court of Appeal in Rabat on Monday (June 29th) on charges of forming a "criminal gang, preparation of terrorist acts, collecting funds for acts of terrorism, drug trafficking, car theft, and falsifying vehicle registration documents".
They will subsequently be referred to the investigation magistrate who examines terrorism cases in Salé.
Security officials announced the dismantling of a Salafia Jihadia terrorist cell last Friday, reporting the seizure of three Ceuta-registered vehicles and documents and audio tapes calling for jihad, legitimising suicide operations and killing hostages taken by al-Qaeda.
According to security authorities, the cell was planning violent strikes to destabilise Morocco, targeting tourist locations and diplomatic headquarters, while they had no intention of committing any acts on Spanish soil.
Local newspapers reported that the Spanish Intelligence Agency provided Moroccan authorities with detailed information leading to the raid on the cell. At the time of their arrest, the suspects were allegedly putting the final touches on their deadly plans.
The cell was reportedly led by 34-year old Abou Yacine, a resident of Ceuta. He served two years in prison following the 2006 dismantling of the "Ansar Al Mehdi" terrorist cell, which reportedly planned to overthrow the Moroccan monarchy.
Authorities said that members of the cell were involved in organised crime, justified under the principle of "istehlal", which is often used to excuse illicit behaviours.
According to press reports, the cell cultivated relations with al-Qaeda in the Islamic Maghreb and various types of smugglers and terrorists in Morocco and Europe.
"The most important pillar in the ideology of the jihadist salafist movement is the call for political change through violent opposition to existing regimes," Mohammed Darif, an expert in Islamist armed groups, told Magharebia.
Darif said that many such groups benefit from the principle of istehlal.
"It's a principle on which jihadist salafism is based, and it regards taking the blood and money of others as permissible within sharia, so long as it considers them infidels," he said.
Darif added that the allegiance of these groups to al-Qaeda "makes them even more dangerous, as they can benefit from the [group's] logistical support".
Hassan, a young Moroccan man, spoke to Magharebia about the successful raid.
"No one has the right to undermine the stability of our nation," he said. "We reject the chaos that these groups intend to drag us into."
The young man suggested that terrorism is a cultural problem, rather than a security problem. "We have to stage a cultural revolution," he said, "to stand in the face of extremism."

I love Morocco, i hate to see the Kingdom of Morocco being attacked with poor innocent people lives lost due to terror attacks. I compliment the police for their efforts, at the same time we should preserve and uphold our Islamic beliefs cause the influence of western culture such as the sale of alcohol in the Kingdom is hurting the society and has a negative influence on the citizens who majority are muslim, i am from South Africa i hate to see my muslim brothers and sister in Morocco loosing their faith maybe that is why these radical groups are doing what they can to prove a point to the Kingdom that society should not follow the west and french totally

Morocco was and is still a country established in religious and values, open to the other. However, there are mentalities of some societies which belong to past centuries which want to revive themselves in many Arab, Islamic and other countries especially what we notice recently the attempt to touch our dear country Morocco. However, the wise policy of his majesty the king which focuses moderation stipulated by the Malekite doctrine in comparison with other religious doctrines succeeded in foiling these attempts. However, we must remove the mask of religious supremacy from Moroccans, they should accept variety and the other regardless of his doctrine or religion. But priority should be given to the respect of man and nation. As to religious convictions, they are personal unless they surpass their limits. Extremism is a thought before it is an act. So let's reform our thoughts and avoid being extremist. We are all responsible. Glory to God, the nation and the king. Badr Rhomri.

A big "Bravo!" for the entirety of the National Security Services! The Moroccan people are a tolerant people! They have always practiced their religion in peace and tranquility and left others to practice their religions in mutual respect. This is how the Moroccans educate their children. Regarding the few young people who adhere to this movement, for most of them it was ignorance and naiveté that pushed them to follow these movements, which promote hatred and division. Know that the Moroccan people are against hatred and barbarism. They will have no pity in punishing the terrorists before the Moroccan authorities.

All these are lies and calumnies, may God take revenge.

I think we must focus the union of the Arab Maghreb, open borders and reject the policy of division between its peoples. The policy practiced by Algeria towards Moroccans is unacceptable. It claims it has no interests in the Moroccan territories but on the other hand it hosts Moroccans. It has lured them and supported them to bear arms against their brothers and uncles. Everyone has understood that the separation, hatred and animosity would stop very soon. Otherwise regret will be useless when we will wake up and found everyone has made progress and overcome their problems but we would be still in our state of inadvertence still clashing with each other, enjoying and happy with our situation which no one envies us. This is unacceptable by God.

I want to have new information.

When I referred to Malekite and Imam Malek, I talked about the choice followed and encouraged by the kingdom. I haven't compared it with a specific doctrine. But I always respect the freedom and conviction of the other. No one sound is satisfied when he thinks he is a defender of religion except those who are entitled to including scholars and jurisprudent who are organized in a structure controlled by the state under the leadership of his majesty the king as religion and state. All prophets and messengers didn't annul the other but entered into dialogue with him. There is no need to interpret words differently or pretend things which the other didn't say. Let love be our slogan.
