Controversy surrounds royal pardons for Salafi prisoners in Morocco

For the first time ever, a Moroccan minister is talking about the issue of royal pardons for terrorists. Interior Minister Chakib Benmoussa's recent comments before Parliament are stirring questions on all sides of the issue.

Over the past few months, a number of Salafi prisoners in Morocco have sought royal pardons. Interior Minister Chakib Benmoussa was asked during an oral questions session in parliament on Wednesday (May 20th) to clarify the government's position on the issue.
Benmoussa replied that there are certain ways in which Salafia Jihadia prisoners can get out of jail – including by royal pardon – if they show remorse and change their thinking.
The minister confirmed that some Salafi prisoners have sought pardons through the Human Rights Advisory Council (CCDH) and the General Office of the Prison and Reintegration Authority.
"These requests are currently being considered in accordance with the applicable procedures," he commented.
Benmoussa's statement – the first ever made by a minister on the subject – has stirred up controversy in Morocco, particularly because royal pardons slated for some Islamists after the 2003 Casablanca attacks were cancelled in 2006 when Hassan El-Khattab's ring was dismantled.
"The strategy of granting pardons has its limitations and will not achieve the goal of combating terrorism," commented Party of Justice and Development MP Mustapha Ramid.
Instead, he said, dialogue will "help some people renounce their terrorist beliefs [and] thus serve as examples to young people with terrorist leanings and prevent them from making mistakes".
Ramid added that a distinction should be made between terrorists and those innocent people detained under anti-terrorism laws. Pardons, he said, should be granted based on well-defined criteria to ensure that people who do not deserve to be released under amnesties will stay behind bars.
Indeed, the Interior Minister has said that any dialogue with Salafia Jihadia prisoners must comply with well-defined rules and regulations that take account of Morocco's unique circumstances. He stressed that no comparisons should be made with other countries in this regard, particularly in terms of dialogue concerning religion.
Political science professor Mohamed Kanzidi says that the factors of particular relevance to Morocco relate not only to abandonment of the doctrine of violence advocated by Salafis, but also to acceptance of the monarchy. "Some of them are for the monarchy, while others have reservations about the idea of the King being a commander of believers," he commented.
Kanzidi added that the authorities must be careful to distinguish between the different categories of Islamist prisoners, since the acts of terrorism that have occurred in Morocco have led to a large number of arrests.
"While some continue to have fundamentalist ideas, others are prepared to engage in dialogue as they have changed their views," he argued. Prisoners in the latter category should be eligible for pardons, he believes.
The president of the CCDH had recommended in June 2008 that Islamist prisoners acknowledge their mistakes and renounce terrorist activities, Kanzidi said.
The Dignity for Human Rights Forum, which has submitted 90 applications for pardons to the CCDH, said that the Interior Minister's statement is proof that the CCDH initiative remains valid.

How can we ask innocent people to "recognise the mistakes they made and review their ideas"? How can we ask them this after six years of suffering, after secret detentions, torture, punishments of their family and children? I think we must reconsider the situation of these erring citizens. Since they have applied for the royal pardon, this is an implicit acknowledgment of their mistakes “the best errant is the repentant”. We want to close those thorny cases and grant these citizens an opportunity to serve their country and show regret. These months and weeks were wasted away from their lives and they will be accountable before God especially if they were really intending to stir strife in this safe country. His majesty the king should show them effectively that when the commander of the believers pardons them, to advise them that he orders the instructions of Islam religion of pardon, tolerance and peace. Islam always grants a chance to the errant to deter themselves and repent truly to God. Everyone should know that the Moroccan kingdom is the real and decisive solution in this country. Another thought is a call to strife, loss, fragmentation and division. Any Jihad for the cause of God should be through ballot boxes, real democracy and service of the people by the people as it is the case in all the kingdoms of the world. But since there is this idle talk and irresponsibility of citizens and some parties which think they are democratic but resort to illegitimate money, fraud and deceiving citizens and the nations, I don't think there is a substitute to the intervention of the king in ruling for Morocco. As we know and everyone knows, we have not yet reached the level to bear serious responsibility especially when we give responsibility to people who don't deserve it or who don't grasp its real burden in life and the afterlife. Oh Lord protect our kingdom, our people from every evil, guide our young people for the good of the country and nation, protect young people of the Islamic Umma everywhere, all the times, grant victory to your believing subjects in Palestine, Sudan, Iraq, Afghanistan, Lebanon, Chechnya, Bosnia Herzegovina, Somalia, Pakistan, Egypt and Iran. You have said and Your words are right, pray me and I will reply to you. Oh Lord preserve our healths, protect us from the ribald among us who want to destroy our nation, manipulate our religion, money and powers so that we would become an easy prey to our enemy who is preying on us, You are capable of everything and capable of answering the prayer. Salafist detainees!? These are rather criminal "ijramists" who have done a whole lot of sometimes irreparable harm to the Moroccan people, the Moroccan economy and the Islam they are pretending to defend. Pardoning them is the best way to make martyrs of them and make examples of them for the kids who risk following their examples and committing more crimes against others and against Islam.

This is an excellent idea. God is forgiving and merciful. However, those who were proved to be criminals should not be pardoned in order to preserve our Morocco in safety and security God willing.

Many of the so-called Salafists are quite certainly innocents. So, they should benefit from this pardon unconditionally.

Regarding the first three above, you provide the matches for the fire and then call for vigilance against this same fire. And, Our Majesty, in whom all of our hopes are place, you play their game and believe their lies. You were interested in freeing the four women whom you named jamaat ansr al mahdi of hassan el khatab. Personally, I know, as so many people know, that these women are mohsinnates, and the only crime they committed was doing the work that our men in the government should have done. A word: Let us wash our dirty laundry yourself. Do not force me to become a parasite in the image of our enemies. Thank you. -All the best
