Morocco boosts vocational education programmes

The Moroccan government plans a broad expansion of vocational education centres, job agencies and training partnerships with business professionals. The plan addresses the growing number of workers who do not fit the needs of the market and the problem of unemployment in the country.

[Getty Images] In an effort to reduce unemployment , the Moroccan government plans to open a number of vocational education centres and training partnerships with business professionals that will help close the gap between market needs and the population's skills.

The Moroccan government has launched an ambitious plan to reduce unemployment by expanding job training resources. A new vocational education strategy aims at providing the labour market with some 750,000 graduates over the next four years from various private and public training institutions, compared with just 500,000 between 2003 and 2007. Officials expect that the number of people graduating from vocational training establishments will increase by 50% between 2008 and 2012.

To meet these targets, different measures will be introduced in 2008. The government looks to promote vocational training by strengthening partnerships with chambers of commerce, professional associations and businesses. To encourage workplace training, Morocco also wants to set up sector-based vocational training programmes on a contractual basis with professionals.

Some 10m dirhams will be allocated to finance studies on the best strategy to realise these objectives. Conducted under the guidance of a steering committee, the studies will determine the actual needs of the labour market and focus on adding new dynamism to the training sector. Study results will enable an emergency action plan to be set up by the start of the next academic year to implement necessary reforms.

Employment and Vocational Training Minister Jamal Aghhmani has stressed that the professional work world and the vocational training sector need a shared strategy. Such a co-operative plan will determine the national economy’s requirements in terms of skills and training and allow businesses to anticipate their future labour needs.

The strategy is also a response to the growing number of workers who do not fit the needs of the market and the problem of unemployment in the country.

Jamila Radi, who teaches in a vocational training institute, said it is not the work which is lacking, but rather the workers capable of doing it. She noted that while the aeronautics sector is "promising", the employee shortage is making itself felt in other areas. "We need to train some 70,000 graduates in tourism, 75,000 in textiles, 60,000 in information and communication technology [and] 60,000 in agriculture," Radi said, adding that young people who want to learn a trade need an effective career guidance system.

Professional training is coming to be valued more and more. In recent years, 4,000 graduates have joined vocational training institutions in recent years. Of these students, 41% graduate with high marks and 80% receive their diploma at the end of the programme.

To meet training needs, the government intends to create 50 new centres and increase the capacity of ten more by 2010.

However, a great many graduates from vocational training institutions find it hard to get a job once they have been awarded their diploma. To help them find their way into employment, there is a plan to set up 20 new national agencies to promote work and skills (ANAPEC), to meet a target of 70 total agencies in 2008.

Four other agencies will provide help for graduates who opt to take the foreign employment route.

Moroccan Professional training itself requires training. Many of its trainers live in miserable conditions as their wages are late. They work with a contract which doesn’t guarantee any right for them. So how will their performance be in that condition? Moreover, there is a lack and absence of tools, training tools and a serious shortage in human resources. And where have the money of the training centres gone? There is also a problem which I experienced together with thousands of people like me. We have completed our training years ago in the qualification level but I have not yet received my diploma even though I passed. All what I said is just a few examples of a big problem.

If you have completed the third year of secondary education, you can study in the qualification level after taking exam. Registration begins from the middle of April. The exam is held at the end of May. The registration file includes simple documents and 450 dirhams if you pass the exam. You can also register in the specialisation level without taking any exam. You will need just a few documents and 300 dirhams. I don’t want to be long, just visit the nearest training centre or the site of the vocational training centre www.ofppt.org.ma. May God assist you.

Hello- I know Morocco well and I noted the great need for education in the field of industrial and commercial refrigeration, especially with regards to air conditioning and refrigeration maintenance. This is unfortunate, because a lot of young people could get started in this promising profession. Personally, I know the problem well because I have been training young people and adults in France and Africa in the field of industrial, agricultural, medical and maritime refrigeration for more than fifteen years. During my stays in Morocco, I met a lot of young people who were either requesting installation or installers themselves and who came to see me in order to ask how to perfect things in the filed. I did what I could, but it was necessary to practically be on site all the time. I reprinted them the technical documents I wrote when I spent eight years developing refrigeration units in a technical centre in France with some modification because there had been some developments. –Jacques Turchet, agricultural and refrigeration engineer.

It is not easy, because there's always the financial side, and without finances, we cannot, unfortunately, do much. But, you must not lose courage. There is always a means to find a solution. I would, however, like to tell you one thing, and, because it is the basis for your career and your future, it is important – it comes in the form of an example of training, which I will give you: Whether you like studying our not, know that in the development of our society, you need to have a certain intellectual weight in order to face up to and understand life’s difficulties. This is your means of defence, and you have to see it the full way through in order to succeed. You have the luck of being able to get instruction, and this opportunity your parents and grand parents did not always have. So, do not pass this opportunity by. Do all that you can and you will see that sometime in the future it will serve you well. No knowledge is useless in life, even if it seems like wasted time in acquiring it. Do not remain inculcated and ignorant. Get out of your rut and you will see that you will succeed. What is important is not only knowing how to count, but also knowing how to communicate and express yourself properly and effectively in order to get what you want. There you have it: the message I have to give you. I know Morocco well, as I go there regularly. I take part in developmental mission. In response to Saïd- Salam, I read your message and I advise you to get back to work and pass your bac exam. You will always have time to get into mechanics afterwards, if that is to your liking. Know that life is not made up only of joy and pleasure; you have to work hard in order to succeed. Learning and knowledge are important. Personally, I, the person who is advising you, was once young like you, with ideas filling my head. I abandoned my studies for what I thought to be something good. I went into mechanics just like you, but even quicker. I was confronted by the difficult reality that I needed to re-start my studies at the university level because I did not have the necessary knowledge. These studies cost a lot, because you have to pay them and manage the studying at all costs. When you pursue these studies late, you do not have the right to make a mistake. Afterward, I became a teacher and I always had this conversation with my students.
