Algerian customs to buy helicopters, add personnel

Algerian Customs have announced they will purchase six helicopters by the start of 2008, for the purpose of surveillance of smuggling activity across its borders with Libya, Mali, Mauritania, Morocco, Niger and Tunisia.

Algerian Customs Director Mohamed Abdou Bouderbala announced on Tuesday (September 4th) that Algeria intends to purchase six new helicopters by 2008. He said the Ministry of Finance approved a special budget to purchase three of the helicopters in the 2008 finance law.

Bouderbala confirmed, on the occasion of the opening of the new headquarters of the Constitutional Council, that the three helicopters come in addition to an existing contract with a foreign company to acquire three more at the beginning of next year.

In July, the Customs Directorate announced its plan to buy three helicopters at a cost of 24 million dollars to support customs units in the south and conduct surveillance of the land borders with Mali and Morocco.

Ben Djabelah Hamza, Director of Communications for the Customs Directorate said the new helicopters will go to help customs personnel working in the border provinces of Bechar, Ouargla and Tamanrasset.

He also announced the start of a training programme for pilots and mechanics specialised in the flying and maintenance of these helicopters, explaining that the helicopters will be operated in co-ordination with the Algerian air force, due to the lack of experience among Customs personnel.

Algeria has a border with Morocco stretching more than 1800km to the west. This area is famous for drug smuggling from Morocco into Algeria and fuel smuggling from Algeria into Morocco.

To the south, Algeria has borders with Western Sahara, Mauritania, Mali, and Niger stretching for thousands of kilometres, and its border with Libya has seen automobile and drug smuggling, as well as trafficking of various foodstuffs and agricultural products such as dates.

The southern border, particularly with Mali and Niger, has seen intense activity by cigarette and arms smugglers, as certain al-Qaeda-affiliated terrorist groups rely on the area as a base. The area is also the first point of call for migrants heading northward accross the Sahara on their way to Tamanrasset province and beyond.

Bouderbala also announced an increase in customs personnel from 14,000 to 20,000 by the year 2010.

Bouderbala unveiled a programme to modernise the weaponry and ammunition used by Customs personnel, under which the outdated materiel will be ceded to the armed forces for disposal.

He explained that the use of advanced weapons is restricted to remote areas, where smuggling activity is rampant and linked to armed groups.

Also in development is a revised customs law, to replace the outdated current legislation which dates back to 1979.

One significant aspect of the draft law is a proposed increae in benefits and pay for Customs personnel, in order to make them less susceptible to bribery and smuggling.

The law would make it possible to create new positions and ranks within the Algerian Customs, such as that of guide.

The law will also tighten up entry standards into the Customs service and subject new recruits to rigorous training, to prepare them for duty in harsh conditions on the southern border.

When you hear an official talking about the purchase of helicopters to supervise the wide Algerian borders, you’re amazed, as these helicopters cannot supervise have the area of Tamanrasset. If the State wants to secure its borders, its should allocate significant amounts of money to protect the national economy. For example the State can buy with the losses incurred for the sales of cigarettes hundreds of helicopters, in addition to the corruption of customs officers which costs the treasury if the State hundreds of millions of dollars. The problem of customs in Algeria is the problem of bribery, which is corruption, which has become a quasi-culture. Therefore, the officials of the customs services should fight those with the filthy mentalities in order to cleanse this service which is exhausted by the intruders who were at the top or the base.

When people talk about the custom’s officials, they have a tendency to generalise about corruption. I am sorry, sirs, but Algerian customs officials are not all corrupt. I know a few who are not managing to make ends meet. I know a few, whose children wear clothes from thrift stores. I know a few who only eat meat once a season. I know so many, but they do not live in mansions and do not drive around Touareg in Mercedes. They have their dignity and they will never sell it, and their children are proud of them.

Corruption in Algeria has become part of everyday finance. In order to eradicate this phenomenon, the State needs to take account for the claims of its citizenry against the administration and its administrators, and it needs to put controls over their fortunes, which are in the millions. It is certain that the laws are clear, but they lack enforcement. The State has the mean to stop this blowback, as there does exist honest and competent people. I hope that Algeria will be an example and representative for the Maghreb.

But I was ultimately eliminated from the list by the directorate of public service because of the card of postponement of national service which includes the expression university student. Manseur- I think you are living on different planet than the Algerians such that you want the border not to be shut. Your Algerian compatriots have sole their country to the Moroccans. Go to Zouia and all the way to Porsay. You will see how things go with the help of the customs officers. The customs officers are billionaires. Of course, there is a small handful of them who are truly honest, but, in other words, saying the customs officers are not corrupt would be false. I will cite a customs officer - God have mercy on him - in Nabil. He is very honest. But, I can cite hundreds of customs offers for whom it would be a lie to say they were no corrupt. How, in just two years, can a simple customs officer get a big car and a villa that costs 500 million, a foreign bank account, go on shopping vacations and so on? Stop mocking people. Moreover, no one forces them take these positions. Moreover, their pay, their discounts, their bonuses and what they confiscate amounts to not just a little. I have friends who are customs officers and they tell me tons of things. Their superiors negotiate the transport of containers at 200 thousand each and the transporter is Ferhane. As for the general directors, they are all the same. Their "modernisation" is just sand in our eyes. The customs officers are rotten to the core. This is where the clean-up needs to begin. I know children of customs officers. They take over for their corrupt parents. Moreover, Mr Manseur, you speak of Moroccans, but you should know well that it was a customs officer who told me this secret: customs has always been in the hands of the Moroccans thanks to Zerhouni and Bouteflika. The current general director’s true origins are Moroccan, just like the big boss of the Oujda clan, who is still raging forth. So, there is nothing concrete here.

Salam alikum. I have been working in the customs for ten years. Firstly, I don't advise any girl of a good family to join any of the security services. We will give an example about customs services. There are many parents who think their daughters work in the administration, there is respect... By God the Almighty, I don't generalize, but there is a high majority who do acts which cannot be imagined by the mind including addiction to alcohol, drugs and depravity. My advice to every girl is to think twice before joining these services firstly before God. How could she be veiled then remove the veil and wear a tight suit? By God, stay away my sister from these jobs. God will give you a living from another source. If you don't believe me, ask any custom officer you know and he will tell you the reality because life in the training period and professional life is different. God grants success.

Are you aware of sacrifices they offer to this dear nation and risks they face in their constant war against smugglers, drug-traffickers and people without conscience who don’t hesitate to cause harm to our dear Algeria? Custom officers stay up late on remote roads and borders in harsh climate conditions, in the heat of the summer, the rains of winter, and through sleepless nights. However, issues of bribery and other similar things are their problem with God. We should talk about those who fear God and work faithfully. We all know there is a category of custom officers who take bribes, humiliate people and seize their goods. This is true. But anyway, tomorrow, God willing, we will all meet after entering the tomb that waits for us. May God guide us all, God willing. Thank you for reading my article.
