Morocco takes steps to energise baccalaureate diploma

Some 294,115 candidates across Morocco took the Baccalaureate exams from June 7th to 9th. Also this year, the Ministry for National Education enacted new measures to improve the conditions under which the exams are held.

Morocco’s Ministry for National Education has been taking steps to restore the credibility of the Baccalaureate (Bac). After introducing two-year exams in 2003, additional reforms were undertaken in the 2006-2007 school year to improve exam conditions.
According to Abdesselam Zeroual, schools inspector and Head of Private Education at the Ministry of National Education, the reforms aim to restore the Bac to its former place in the education system. "Our objective is for the Bac to be a key that opens doors to useful further study. We have taken measures to combat cheating, notably by blocking and forbidding mobile phones," he explained. The number of exams students take has also been reduced, from as many as seven in a single year to just three or four. For certain subjects, performance will be measured entirely through ongoing assessment or coursework.
Of the 294,115 candidates this year, 44.8% are girls: an increase over the previous exam period, according to education officials.
For the first time, a score of zero will not automatically eliminate the student. The evaluator must first justify his or her decision in a written report. Specialised regional committees have been established by the heads of the regional Education and Training Academies to examine zero-grade cases and to subsequently approve or reject the grader’s decision.
Bac candidates are delighted with the introduction of this measure, which will alleviate some exam pressures. Candidate Fatima Ezzahra Ezzarki is one of many independent candidates who have signed up for the Bac, without going through the national education system. She told Magharebia that "a good number of students will be saved by this move. In the past, the grading teacher could give someone a zero even if the student didn’t really deserve it. And that decision, possibly mistaken, had an irreversible impact on the outcome of a year’s hard work."
Most of her friends share her point of view. Rajae Dabaoui, another student, indicated that the elimination mark is the Bac candidate’s worst nightmare. "The decision to link the elimination mark to an explanatory report should have been taken years ago", she says.
Teachers hope the new measures taken by the Ministry of National Education will improve the Bac's image. For teacher Boujmaa Lkhoti, the new assessment system shows promise. "It will let us evaluate the real level of the student and to avoid fraud," he said.
Students always complain about the low passing rate in Bac exams. Last year, only 48% of school students and 21% of independently-educated youths achieved satisfactory results on the exams. According to the education ministry, passing the Bac should be the fruit of many years of education, and failure indicates deficiencies among both students and schools.
Two-year exams were introduced in 2003 to improve the diploma's value on the job market. First-year students take a regional exam in primary subjects. The final exam, in the second year, is organised nationally and accounts for 50% of the overall result. The system aims to reward students for consistent hard work. In past cases, the student has gone on to the second year without having scored an average of 10 out of 20 points on the regional exam. Under the new programme, the student and his or her family will be consulted to decide whether they should carry on or repeat the year. The class committee will provide the final decision.

There must be radical and bold change. students complain that there are too many subjects to study and too much stuff for each subject and some subjects are a waste of time. Also, there are almost no extra curricular activities. Moreover, classes are too crowded and almost no chance to talk to the teacher and do exercises. Teachers are always in hurry to finish the program regardless of the quality of delivery. Last not the least, the programs and curriculum do not meet students interests because they are imposed - top down.

First I wanna say something French doesn't count to get the bac cuz we don't take a French exam at the end of the year and so we don't need to talk that way possibly if they speak even better than you (english;spanish....) the bac isn't French, French is the gang and practice we don't learn to speak French in class we have to speak with our buddies :) and the proof :d:d is me I speak French but I didn't get my bac, go

We can say that the national exams of the baccalaureate put the students through the sieve. But the regional exams hinder the progress of the student as they're not controlled by the school unlike the national exams attended by a commission from every school. We hope that the Ministry will consider this as there are manipulations in that. Salam alaikoum. I don’t have a comment but there’s a serious problem. I’m a student in the high school Chouaib Doukali, province of Ben Msik Sidi Othmane. When you get into the school you read some slogans written on its walls after the visit of some students from Italy…But when you get to some of its classrooms you see broken tables, there are wild disputes among pupils to find a piece of wood on which to sit. There’s no lighting, no clean water tap, no adequate sport square and many problems which can’t be easily listed….And in spite of that, our high school registers the highest passing rates in the province, and God knows. Personally, I would simply like to know why this year’s programme (2007-2008) is, first, too long and, second, has had the number of hours for basic subjects lowered, especially with regards to economics. It is too hard for us students. And, what is more, there is not enough time to finish the programme, especially with regards to general economics. The classrooms are also too crowded. We need to find a solution to improve the students’ standing. (We are your sons.)

Hi Everybody, First of all, let me introduce myself. My name is Ali. I am going to take my baccalaureate exam in 2008-2009. I opted for sciences (for example: the branch of physics). I am one of many who think that the programme is overloaded. Why give us 40 lessons??? Is this to give the baccalaureate and, thus, the national Ministry of Education a good reputation??? Or, is it to make the baccalaureate inaccessible to average students??? Why doesn't the Minister step in??? Would that cause him to lose dignity and, therefore, his position??? In these times, it is not the number of lessons that make a ministry of education a good ministry, but the efforts these people make to improve the quality of education, training qualified teachers for this hefty task, upon which the future of our country depends. Salam alaikum. I want to say that I sat for the baccalaureate exam. I had 13 in the first semester and 15 in the second without cheating. I had 11 in the exam. How is that possible? May God forgive some teachers, they are drunk while they grade the exam papers. There are also some who talk while giving grades. If only they would give every institute its papers to correct them, but there should be elderly people and control. They should not let anyone be an intermediate for his sons like here in Agdez, Ouarzazate. A teacher brought her sister and bought the grades for her. She has received the best grade in our high school. She got 16 and 11 in the exam. In addition to this, there is still lax control because her sister made an agreement with the teachers. This should also be taken into consideration.

If we want our students to be successful and specialists in their fields, we must annul the regional exam. How do you want a student specialist in physics for example to have a good grade in Arabic or history and geography? The ministry does this so that the sons of the people remain below standards. Hi Everybody, I did the baccalaureate exam for the first time. I worked very hard for the regional exams and I answered all the question, but when I went I got my results, I found that I 10.80 in writing and a very poor grade, 5.25, in French, a subject which I have never got lower than an 18 in. Given that I studied privately for the first year, I have indeed come to understand how they grade our papers’ mistakes. I am very disappointed now. All the grades for students in Rabat were very catastrophic in comparison to other cities. Or grades were done twice. I would like some answers, please.

I wonder why students do well in the regional exam of the first year of the baccalaureate but they are unfortunately surprised with the final grade. This makes students fail in the second year of the baccalaureate. For example, I had 8.60 in the regional exam. I worked hard but was astonished by the grade point average. God is Greater. I had 14.45 in the first semester and 15.25 in the second semester. I am from the region of Rabat. There were really catastrophic grades in this region. I am one of the students of the baccalaureate this year. The first thing I want to say is that I noticed a big number of students who didn't pass last year even if some pupils deserve to pass but didn't. I attribute this to the absence of transparency and lack of commitment of teachers. Moreover, there are some teachers who are not qualified to teach in the baccalaureate cycle.

I study in the first year of the baccalaureate. I work very hard but unfortunately I am weak in French as I understand nothing in it even if it is one of the subjects in which I will take the regional exam this year. Moreover, it has a high coefficient (4). I am not the only one who complain about it. This is the case of most pupils in Morocco.

A pupil from Mohamed V high school in Layoune, Moroccan Sahara, experimental sciences, branch of physical sciences. I denounce the behaviours of some teachers in our high school who blackmailed us with extra courses at a very high price. They provide courses in mathematics for 900 dirhams and physics 1000 dirhams a month, two hours a week only for every subject. Two teachers in the school imposed on us to review outside the school and if we don't comply to their request, we will not get a score in the exam. One of them divorced his wife with the money of private courses from a house similar to the house of a mad dog. The other has a villa in Salé with princes, a seven-storey building in Fez although his condition is pathetic and dirty. He doesn't even know the door of the public bath and doesn't go to it. Even if they know nothing and we understand nothing with them. I wish these two teachers will wake up, have conscience and leave us in peace. We will not forgive them for our money. On the day of judgment we will make them accountable. I know a girt who resorted to prostitution in the second year of the baccalaureate just to get money to pay for the two teachers and get a good score in the exam. Now she has become their victim. Although she got the baccalaureate in the session of June 2007, she has remained in prostitution. No one acts and no official interferes. On the contrary, they stood with the two teachers so that they would teach in the private school in Laayoune. The name of the school Iqraa Wa Lamine. Then they teach parents working in the National Office of Phosphates. Oh teachers, judge yourself before you are judged. Look at the results of the baccalaureate, we will get nothing because we haven't understood anything with you. We won't forgive you. We won't forgive you. We won't forgive you. I don't want to talk about my story with the baccalaureate because my morale is low. I want to say that I was one of the candidates in this war, but I wasn't successful because my score in the regional exam was 11.04 and my score in the class exam was 13.89. But I don't think it was enough to pass a bloody war, because I was unarmed. However, my friend had 5.67 in the regional and 13 in the class exam, but was lucky enough to pass. What can I say?
