Proposals to resolve the conflict in the Western Sahara

The United Nations will hear proposals from Morocco and the Polisario Front on how to settle the dispute over Western Sahara. A brief look at the plans put forth by the two sides.

The UN Security Council is set to decide on Western Sahara, the territory disputed between Morocco and the Polisario Front. The UN will examine proposals to settle the dispute and determine whether it will lengthen the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO). On April 10th the Polisario Front submitted a plan to the UN and the following day Morocco submitted its proposal to resolve the decades-old dispute.
The Security Council will hold two meetings on the proposals and the future of the MINURSO mandate, which is currently set to expire on April 30th. The first meeting on Friday (April 20th) will consist of a closed door session of nations which have contributed forces to the MINURSO mission, followed by an open session the same day. The Council will hold another meeting on April 27th to vote on the two issues.
The Moroccan Initiative
Morocco's proposal calls for Western Sahara to receive autonomy under Moroccan sovereignty. It gives Sahrawis the right to run their own affairs by setting up legislative, executive and judicial bodies which "enjoy exclusive powers", according to a draft copy of the proposal. It offers respect for their cultural and social characteristics, but considers Western Sahara a region of Morocco under the sovereignty of the Moroccan kingdom.
Morocco's plan would provide for a local government and judiciary with a high level of autonomy, but ultimately answerable to the Moroccan government and king. Final decisions on national security, defence, territorial integrity, foreign relations and the judicial system would remain within the jurisdiction of the Moroccan government.
The initiative states that, "Morocco pledges to negotiate in good faith and in constructive open spirit to reach a final, mutually acceptable political solution to the dispute plaguing the region." The plan also notes that if the Polisario Front accepts the Moroccan proposal, Morocco will allow for a referendum on the proposal, but not on the question of independence.
The Polisario Front Plan
In its plan, the Polisario Front holds fast to its call for a popular referendum on self-determination for the Western Sahara. The Polisario plan views the referendum as the sole solution to the conflict, emphasizing that there is no alternative. The Polisario asserts that its plan is bound by international law, previous UN Security Council resolutions and the Front's prior agreements with Morocco. In its plan the Polisario underscores its desire to reach a mutually acceptable, negotiated solution.
The Polisario Front's plan is based on co-operation with Morocco in the economic, security and social spheres. A Polisario Front official who wished to remain anonymous said that the Front's plan indicates the Polisario's readiness for good neighbourliness and strategic relations with Morocco.
UN Secretary-General Ban Ki-moon will study the two proposals and present them to member nations of the UN Security Council. One Arab satellite channel quoted Ban Ki-moon as saying it was unlikely that a solution to the Western Sahara conflict would be reached in the near future due to the large discrepancies between the Moroccan and Polisario Front positions.

The end of 1975 marks a major milestone in the history of the Sahara people and is associated with conspiracy and deceit in our national memory when it touches such wretched history that begins with an incomparable Moroccan invasion. The Moroccan autonomy proposal is a unilateral one, and it represents an initiative Morocco was not required to take since the security council did not call on any of the two parties to offer any alternative proposal. It is unreasonable that Morocco should set the solution's upper limit and then invite the other party to negotiations. Under which framework will such a negotiation process take place, then? A standard that suits the unjust party? Or a standard of expansion and exclusion? From a methodological point of view, the negotiation framework, which should not be outside the international legitimacy and law, must first be defined. Polisario is totally aware of the fact that any negotiations outside a previously agreed upon legal framework is a first step towards the destruction of the Sahara people's achievement of the right to self-determination through a democratic referendum. Such a step will not be taken by the Sahrawis now or in the future. As for the UN, I can guarantee that it will not accept such a proposal since it will then be adopting what contradicts the purpose it was originally established for--resolving conflicts peacefully under the international legitimacy and law. The observer of the international reactions in the major capitals to the "broad and narrow lines" of the Moroccan proposal will find out quite easily that it convinces nobody. Self-determination is inevitable and the current Moroccan position may put off such inevitability, but it will not keep it from happening absolutely. An illegitimate solution is not in Morocco's interest, nor is it in the interest of any of our partners. Legitimacy and justice are the source of security and stability. The Sahrawi-Moroccan conflict is not a new phenomenon that "was born yesterday," but an old one and is a known [effect] of colonialism. The solution should, therefore, be consistent with the nature of the conflict and the international body's experience in solving such issues. The Moroccan construction should be based on strong grounds of trust, law and respect of the inherited colonial borders which are considered, in the African context, as a cornerstone for security and stability. Beyond that, doubt, fear, expansionist ambitions and territorial disputes will remain a source of concern and instability. The Saharan initiative presented to the UN is not a reaction to the Moroccan one, but a responsible and a very generous contribution for the establishment of peace and security in the region. It looks at the future of the region and tries to respond to the Moroccan concerns as well as those of the region's key partners. This initiative demonstrates that the Saharan people's adherence to the international legitimacy does not intend to turn away from the Moroccans, but we, contrary to that, understand that Morocco is a neighboring country and a brother people that we all are destined to share the future.

The problem with the Kingdom of Morocco is political bankruptcy and immaturity in its dealing with the issue of Western Sahara, what it has succeeded in doing up to now is increasing the life of the conflict and thus accumulation of problems both inside and outside, stopping the wheel of development in the region as a whole. In the eyes of the civil societies in the world, it’s an outlaw kingdom, practicing a colonizing method in a time when the colonization phenomenon has become strange and is practised in the whole world only by Israel and Morocco, the two countries who have black records of human rights. If Algeria is isolated for good by the problem of no longer interfering in a 100% Moroccan affair, the Moroccans and the separatists (themselves Moroccan,) would have resolved this question long long ago. But, it's a pity, the Algerians have not even been able to their internal problems (terrorism, certain prohibited opposition parties, lost petrol dollars...) Despite all of this, they camouflage these problems to show the Algerian brotherhood of people they are defending the interests of the Maghreb to which they want to add a puppet state "RASD," which is none other than a R-Republic A-Algerian S-sans D-domicile. When Europe is uniting and doing so with 27 countries, Algeria must divide Morocco. These are neither the principles of Islam nor good neighbourly relations, nor even humanitarian. Let’s give the Algerian authorities some time to reflect to find a better path for all the people of Maghreb.

Just the same, it is extraordinary! Voila, a dictatorship like Algeria which refuses the people the right to self-determination by canceling elections. It politically interferes in a neighboring country, daring to speak of self-determination, going against the majority of the grand democracies, such as France, Spain, the US, etc, which support autonomy. Morocco is a strong country by its history, its culture and political regime, it is confronting Algeria with its petrol with determination. This isn't accepted by the eastern neighbour. Morocco and its king should look at themselves in the mirror before taking the Moroccan people for ignorant idiots: we know that the problem in the Sahara is a pretext for routing Morocco’s attention from the daily miseries that have been afflicting us for such a long time. We know too that all the decisions of the Security Council favor the Sahrawis and their right to self-determining referendum. Our newspapers report false victories and false triumphs. Leave the Sahrawis alone, my sire, the King Mohamed VI, and think about the misery of your own people (for example, the soliciting of drugs and prostitution, beggars, pedophilia, etc.) It is beyond time that you do so. There is no connection between the fate of the “free” Sahrawis and us, yet, when speaking about Algeria, we attribute all of our problems to the height of it and ask that the borders with Morocco be opened. Thank God the Moroccan plan has won, it's in favour of all parties. And it has gathered the international support despite the threats of the neighbour. I say that they have to review their papers because they're the only loser in this war between brothers because they interfere in the affairs of others. We have problems in the Arab world that we should face seriously and Algeria has swallowed much of it such as terrorism, drugs and traffic... besides administrative corruption and poverty don't think that any of us is in a better status. In my comment I want to correct some wrong ideas for brothers Said and Ould Salek who have shown an ignorance of the issue subject of debate, you should know, may God protect you, that the issue of the Sahara is an issue that can be best described as the issue of political ingratitude, like the ingratitude of a young teenager to his father as he's trying to build his own personality without taking into consideration the parents, brothers and society. How many young people have stood against their fathers in court, these problems are quite simple because no matter how long they take they're in the end occasional and limited. They also carry some occasional complexity as they hinder the economic when. But if there's something we should praise it's the intelligence and brightness of the later king Hassan II may God have mercy on him and the king Mohamed VI may God grant him support who have dealt with the issue with intelligence and smartness as the later king had said 'The nation is forgiving and merciful'. Concerning the neighbour Algeria, it's just an evil bellower taking pleasure in the problems of others so as to veil its complicated internal problems.

The Moroccan king is deceiving his people that the Western Sahara is his territory. If what he says is true, so how comes that the Sahara is Moroccan while the traditions and customs of its people are different from Morocco, and that Ceuta and Melillia are Spanish and are separated from Morocco with iron fences. This applies all the more so when speaking about this the extremely marginalized and poor population of the “Touareg” living in a Central Sahara that has been occupied by Algeria. 80 percent or more of their resources come from this territory. Thanks to Magharebia for the opportunities it offers to those willing to contribute to a constructive debate about the issue of the Sahara. I tried to read all the writings of all those interested in the topic; but, unfortunately, I haven’t seen any ideas that merit any comment in all that was written. So please, if you really want to promote debate to reach constructive results, a particular methodology should be adopted. I noticed that you have talked about both initiatives in your articles; but the supporters of the Moroccan identity of the Sahara see only the tree which has covered the woods. In my opinion, the intellectual should consider seriously and objectively the events, take the international law as a starting point and stay away from the opinions of the official sides. I’m sorry because I belong to a world where intellectuals applaud to the statements of regime and we don’t have a personal view except the one imposed by our rulers. I hope that your respectable site sets the principles of dialog and removes unnecessary ideas. In my opinion, encouraging refined dialog about a sensitive topic can in no way be subject to the psychological state emerging from the blind zeal. We encourage the civilized, realistic and responsible dialog among brothers which requires abnegation, unselfishness and mutual respect. And victory, with the will of God, will be with the righteous despite the overstatements of some people who don’t know the reality of things.

In the name of God, peace and prayer on the most honourable of prophets, Mohammed (peace and prayer be upon him). The problem of the Western Sahara is a very complex problem. The Western Sahara has been subjected to many occupations, most recently that of the Moroccan kingdom. I am talking as a Moroccan and I say to the Moroccan brothers and the brother Sahraoui people that the Moroccan policy uncovered the features and the gaps in which it came. The objective of the Moroccan dictator government based on violence, arrests and captivation against all those who oppose or stand and say a just word in the face of the fake Moroccan government… We Moroccans know that the Sahara isn’t the property of the Moroccan government or Algeria. It rather belongs to its original people, who are the Sahraouis, who have their own people and their representative which is the Polisario. The Moroccan government taught the population of the country it is governing an erroneous and falsified history. Even those who distorted that history aren’t able to distinguish the correct history from the erroneous. This policy was adopted by the Moroccan government as no opposition was formed to face it in Morocco against its obvious colonial policy, the policy of the Moroccan government is based on violence, arrests, captivation and the practice of different forms of torture against those who oppose the Moroccan government. But an opposition should rise against any policy no matter who is its controller. All this shows that all Moroccans know the Sahara is Western (for those who read the correct history). Go back to old books in which we studied and you’ll see the legitimate borders of the Kingdom of Morocco, from the south it’s bordered by the Western Sahara, from other sides Algeria, the Mediterranean sea and the Atlantic ocean. Finally, I address my Moroccan brothers not to lie because we’re lying to ourselves and our children. Thank you.

For my Sahraoui friends and me, autonomy is the most realistic solution to the dispute. As to the Polisario, it’s a destructive movement, not concerned about making solutions; it’s concerned about making problems. I will always be unionist, as long as Morocco offers us the same rights which it offers to other Moroccans.

Salam alaikoum. I’m a Sahraoui from Western Sahara. What I want to tell you is that the Moroccan citizens who talk about the Western Sahara don’t talk about it from inside like ordinary citizens. The king plunders the resources of the Western Sahara and Morocco for his interests and starves his nation for whom the choice of death bodes better. And to stem hatred between the Moroccan people and the Sahraoui people, he sells goods subsidized by the state at low prices in the Sahara, far south and villages 30 km far from Marag where there's no water and electricity (according to the report of Iqbal Ilhami the correspondent of Al Jazeera). Does this mean something for you? It encourages immigration. The king of Morocco doesn’t care for anyone in his nation, he’s above everything. He even said in the constitution that the king is a sacred person! Where he he get this from? The messenger is the highest model in Islam, God Almighty said so in the words of the messenger in the Qur'an (I am only a mortal like you. My Lord inspired in me that your God is the only god.) I don’t know why these people defend a king and not the rights of a nation. If there’s no respect of the right of nations, there will be no union.

truth: the military dictator of algeria is resposible for all calamitaties which in maghreb cause and well cause, because polisario do not exist, as long as they can no desision take withaut military of algeria, if this if this dictator wants help gladly peoples their get independence then must them whem itself start: indpendently gives people lets take adecision concerning their future by the referendum; gives independently to touareq people, gives independently to kabylie people, returns east sahara to morocco(bechar,adrare,tindouf)ladies and lords knew you that IMAZIGHEN are the originale occupants of sahara,but also a small group jews that is truth! therefore they are and remain the boss in theire own country, polisario is a group people from the foreign country, but they are welcome, them have right and duty just like original occupants, wants them that they do not have where they returned from. algeria military: since this to the power coup in algeria had passed derect alarm has beater against moroccan people! what wants them of morocco which has nothing to lose and nothing to give has!.

God’s curse on those who stirred the fire of strife and division between Muslim brothers… What everyone must know is that Moroccans, 36 million Moroccans, can disagree in everything except the question of territorial integrity of Morocco. I say to the brothers in Morocco, the brothers in Algeria and the leadership of Polisario, leave the Sahraoui people alone. Haven’t you had enough of trying during 34 years of suffering of the Sahraoui people to achieve your goals? No to the sovereignty of the Kingdom of Morocco over the Sahara as Moroccans themselves know and as the United Nations know. As regards Algeria, it doesn’t want independence for the Sahraoui people without achieving its goals as to the Polisario leadership, they are a group of ignorant people who don’t know what they want, and their only concern is to amass money.

The Sahara is Moroccan. It will remain Moroccan in spite of the Polisario gang. Algeria has criminal interests. We will not forsake our Sahara even if this costs us our lives and blood.

Firstly, salam to the free Sahraoui people who have been struggling for 32 years for their unity. I want to thank everyone who wrote a word about the struggle of the activist people. I say to the Moroccans, this is a shame for the Moroccan security services. They have divided the Sahraoui people. However, we will struggle to the last soul. Man should say the truth because it is clear. We the Sahraoui people don’t want self-determination. We want independence and unity of the Sahara. I greet you from Dakhla. I thank the leaders of the Polisario for their struggle.
