Blanche Algérie to create jobs for young workers

The Blanche Algérie environmental protection project and the creation of jobs to benefit young unemployed workers was launched Monday (6 March) in Algiers and Médéa. The programme, budgeted at 400m dinars, consists of cleaning up and enhancing the appearance of districts by organising collection, transport, sorting and recycling of domestic and industrial waste.

The launch of the Blanche Algérie project was presided over by Chérif Rahmani, Minister for Rural Development and the Environment; Djamel Ould Abbas, Minister for Employment and National Solidarity; and Dahou Ould Kablia, Minister of Local Authorities.
The project's aim is to contribute to the creation of jobs for young unemployed workers and to create a cleaner environment through local action by young people's enterprises.
Abbas said that one of the principal thrusts of the project was "the cleansing and enhancement of the appearance of districts, the organisation of awareness-raising campaigns involving civil society and launching campaigns to collect refuse".
The project also hopes to protect citizens from illness arising from the deterioration of the living environment by getting them to take responsibility for the urban areas and to feel that they belong to a wider environment.
The initiative is also intended to "encourage the development of a culture for a better life space, the preservation of green spaces and the protection of urban areas from possible environmental problems".
Several activities form a part of this project
Several activities form a part of this project -- including the collection, transport, sorting and recycling of various components of domestic and industrial waste.
Blanche Algérie also has the ambition of intervening in gaps in waste water treatment and the cleaning of gutters as well as the construction of public toilets in large settlements, strengthening maintenance arrangements for electricity and gas supplies, maintaining and cleaning buildings and apartment blocks, and creating security guard services for apartment blocks, public spaces and green spaces.
The sectors of rural development and the environment and employment and national solidarity signed a partnership agreement last October to set up the project, with a view to creating jobs to benefit the unemployed.
To finalise the project, the Employment and National Solidarity Ministry devoted a budget of 40m dinars over three months, to make 50,000 new jobs available. The budget will allow the creation of micro-enterprises for sorting and treating refuse, selling cleaning and repair products, producing and maintaining green spaces and promoting public spaces.

Blanche Algérie is an interesting project, but it lacks a certain fairness: the poor youth are obliged to work as artisans too in order to pay their taxes even though they only get to work 3 months out of the year, 9 for the luckiest of them. The state needs to re-evaluate what it wants out of this project, to create jobs or to give people peace of mind.

The administration directs us to enter bids with major contractors, but we are powerless. We have a diploma of qualification and can recruit more than ten workers. I am one of the people who benefited from the project. I signed one contract in the framework of three contracts and despite this I was stopped by the president of the district for unknown reasons. I don’t know whether we are in an Algeria of dignity and pride, or humiliation and disgrace.

I have benefited from this article. Honestly, it is a great idea and accessible to unemployed youths. But there are problems that hinder the process of this project from the presidents of districts and municipalities. For example, I am from the municipality of Ouled Mimoune, Tlemcen Wilaya. My problem is that the president of the district insists on hindering the progress of the project. Where are the supervisors and monitors of this project? And since the director of social activity in the Wilaya of Tlemcen makes decisions, he doesn’t take any action? Why doesn’t he settle the matter? It has been pending for several months. I am one a beneficiary of the programme in 2006. Since then I have been suffering from exclusion and marginalization. I haven’t completed the two remaining contracts. I hope to find someone to consider and solve my problem.

These are just shoddy environmental projects. Algeria’s cities are always dirty and are in a hygienically appalling state. This money is going to go to their girl and guy-friends. The thieves at the APC and DAS are telling the young recruits that they have no money to pay them with and that it is Algeria’s fault and not theirs. They come on down and recruit the young people who do not need to work because they come from affluent backgrounds and they split the modest salary between them. May the people in charge be vigilant and stop these thieves from stealing even more.
