Organisation of Petroleum Exporting Countries (OPEC) President and Algerian Energy Minister Chakib Khelil expects oil prices to fall starting in the second quarter of 2009, due to shrinking demand and a worldwide production increase, local and international press reported on Monday (October 6th).
