UN Secretary-General Ban Ki-moon said on Monday (January 7th) that the organisation is likely to open an independent probe into the December 11th twin suicide bombings in Algiers, which claimed the lives of 17 UN employees. AP quotes Ban as saying at a press conference that the probe will examine the view of UN security officer Babacar Ndiaye in a 2003 report that that UN security systems are "dysfunctional". Ndiaye had insisted on erecting concrete barriers to limit vehicles' access to the UN offices in Algeria. He was killed in the attack.
